Karmichael Hunt scored an early try in the 11th minute for Reds followed by a conversion from Quade Cooper but Waratahs soon levelled the scores with a cross over from Nick Phipps and Foley adding the extras.
Lukhan Tui and Izaia Perese added further tries for Waratahs to take them to a 19-7 lead but a try from Michael Hopper and a conversion and a penalty from Foley meant the difference between the two teams was down to two at half time.
